Novem GAVe-mail international [No. 7 - 2003]
This is the seventh edition of the 2003 Novem "GAVe-mail International".

The Novem GAVe-mail keeps you informed about activities and progress of the chain demonstration programme for Climate Neutral Gaseous and Liquid fuels. Novem (Netherlands Agency for Energy and the Environment) is responsible for this programme, and has been commissioned by several Dutch Ministries (Housing, Spatial Planning and Environment, Economic Affairs, and Transport, Public Works and Water Management). The GAVE programme aims to accelerate the market introduction of climate-neutral energy carriers in order to achieve a trend reversal of greenhouse gas emissions.

1. GAVE programme evaluated using transition management concept
"Transition
of GAVE - according to the transition concept" is the title of a report by the research institutes ICIS and
MERIT containing their evaluation of the GAVE programme. When the principals
behind GAVE (three ministries: Housing, Spatial Planning and the Environment;
Economic Affairs; and Transport, Public Works and Water Management) found that
GAVE contained elements of transition management and that there was a need to
evaluate the programme, they instructed ICIS and MERIT to conduct the
assessment. The aim was to discover:
(i) which elements of the GAVE programme
could be used for further development based on transition management concepts,
(ii) what other transition processes might learn from GAVE experience, and
(iii) which elements of transition management could contribute to further improvements in operating the GAVE programme.
The evaluators found that GAVE was already experiencing a development transition, from innovative programme to
system-innovative programme.
Six sections of the transition process were studied
and improvement points given for both the GAVE programme and the transition
management concept. These six aspects were:
1) organisation of a transition arena,
2) developing a vision,
3) working with uncertainties,
4) experiments and portfolio,
5) learning, and
6) integral system approach.

2. EU
vision on fuels for the 21st century: hydrogen and fuel cell
technology
The report "Hydrogen
and fuel cells a vision for our future" describes the European Commission's view on how to achieve a much broader use
of fuel cell technology. The report was presented at a
meeting that included EU President
Romano Prodi, commissioner for
energy and transport Loyola de Palacio and research commissioner Philippe
Busquin. One of the recommendations in the report is that a platform be formed
for hydrogen and fuel cell technology, where all stakeholders can get together.
This platform should form the basis for an effective collaboration between the
public and private sectors. The report also underlines the necessity for a
range of measures concerning regulations, tax law and financial support.

3. EU and USA take first step towards joint approach to hydrogen economy
The European Commissioner Philippe
Busquin and the American Secretary of Energy Spencer Abraham, have signed a collaborative
agreement concerning fuel cell technology. They see this as a first step towards collaboration in the transition to a
hydrogen economy. The agreement aims to allow American and European scientists
to work closer together. The European Commission and the US government will
shortly discuss collaborative research projects.

4. USA - Hydrogen economy possible threat to ozone layer
The California Institute of Technology reports that leaking hydrogen may form a
possible threat to the ozone layer. When hydrogen completely replaces fossil fuels, it's possible that much more
hydrogen (4-8 times today's levels) will be released into the atmosphere, which
could disturb the ozone layer. Researchers are not yet sure of the precise
consequences. It's possible that most of the hydrogen might be absorbed, in
which case there would be little damage.

5. USA -Renewable Fuels Standard boosts ethanol industry
The American Senate has passed the Renewable Fuels
Standard (RFS), which prohibits
the use of MTBE (methyl tertiary butyl ether) in petrol, and also defines a
minimum of 5 billion gallons of renewable fuels in 2012. President Bush is
expected to sign the RFS sometime this year. This will lead to a significant
increase in the use of ethanol to replace MTBE. The ethanol
industry continues to expand in
the USA and expects to be able to meet the increased demand for this fuel.
During a recent study the
University of California calculated the use of fossil fuels for ethanol
production. The university claims that current production
methods offer no environmental benefit as a result of using ethanol.
