Novem GAVe-mail international [No. 6]

This is the sixth edition of the 2002 Novem "GAVe-mail International".
Novem GAVe-mail International appears irregularly but at crucial moments.
Novem GAVe-mail keeps you informed about activities and progress of the chain demonstration programme for Climate Neutral Gaseous and Liquid fuels. Novem (Netherlands Agency for Energy and the Environment) is responsible for this programme, and is commissioned by several Dutch Ministries (Housing, Spatial Planning and Environment, Economic Affairs, and Transport, Public Works and Water Management). The GAVE programme aims to accelerate the market introduction of climate-neutral energy carriers in order to achieve a trend reversal of greenhouse gas emissions.

1. GAVE 2003 subsidies
The GAVE programme aims to accelerate the market introduction of climate-neutral gaseous and liquid energy carriers. In order to achieve this objective, in 2001 GAVE began supporting the formation of alliances (alliance-forming tender) wishing to explore the economic and technological opportunities of certain climate-neutral fuels. This year, for the first time, GAVE offered interested parties the opportunity to elaborate their plans and thus create a blueprint for demonstration (blueprint tender). Another such opportunity will be offered in 2003. However, the 2003 subsidy programme has been extended so that demonstration projects may also be submitted. These are projects where the parties concerned plan to implement their blueprints.

The main themes of the 2003 subsidy programme have now been announced. Five million euro are expected to be made available for projects whereby production and application of climate-neutral fuels are demonstrated in practical situations. Some 750,000 euro are also expected to be made available for alliances wishing to further develop their chain design into a blueprint for demonstration. To qualify, the main part of the projects must be implemented in the Netherlands.

2. GAVE puts business initiatives in the spotlight
From next January the British supermarket chain Asda will be using used cooking oils and fats as raw material for biodiesel, as fuel for their fleet of vehicles. Asda uses around 50,000 tons of cooking oils and 138,000 tons of fats annually in its canteens, restaurants and rotisseries. The complete article can be found in the Guardian.

From Sweden we received news of two plans to set up demonstrations of biomass based on Fisher Tropsch diesel. The first plan has been initiated by Fram Tidsbrandslen, a two-man company that recently arranged for a small fleet of 10 diesel vehicles to run on Fisher Tropsch diesel. They aim to carry out a demonstration installation for biomass-gasification-Fisher-Tropsch-synthesis. The second plan originated from Chemrec, which intends to convert black liquor from the pulp and paper industry, via gasification, into liquid transport fuels.

3. Netherlands - ECN concludes that fuel cells make cars cleaner and more efficient
ECN (Netherlands Energy Research Centre) calculates in this new report that CO2 emissions could be reduced by 14 million tons if all cars were fuelled by hydrogen. The ADL study previously carried out by the GAVE programme concluded that using hydrogen produced from natural gas with CO2 collection, could lead to CO2 reduction of up to 35 million tons.

The costs of selecting either hydrogen route are equally high. It would cost around 500-600 euro per ton CO2 to produce either hydrogen from biomass or natural gas with CO2 collection. Introducing sustainable hydrocarbons is a cheaper solution for climate-related problems in the transport sector, particularly due to the high infrastructure costs of using hydrogens. According to the ADL study, the costs for Fisher Tropsch biodiesel are approx. 100-150 euro, and 20-60 euro per ton CO2 for cellulose ethanol.

4. IEA presents overview of hodrogen projects
This overview includes: hydrogen to drive cars and buses, hydrogen to store energy from sustainable energy sources, and using hydrogen for combined heating and power applications. Demonstration projects around the world are continuing to supply new knowledge about hydrogen applications. The IEA hydrogen programme has collated a number of reports on these projects, which can be found on this website.

5. America – Presents the road to a sustainable future using hydrogen
The US Department of Energy is using a roadmap to demonstrate the challenges and opportunities in arriving at a future energy system based on hydrogen. The roadmap shows which efforts are required with respect to research, development and demonstrations.

In the meantime, developments continue as usual. The first combined hydrogen fuel – electricity generating plant has just opened in Las Vegas. Electricity production gives the operator a constant source of income, while the sale of hydrogen for vehicles is slowly increasing. From California we see a further expansion of the hydrogen infrastructure.

6. Developments with hydrogen vehicles
Before the end of the year Honda will supply five FCX hydrogen vehicles to the town of Los Angeles. DaimlerChrysler informs us that 60 hydrogen-based Mercedes-Benz A-class cars will be supplied to Europe, USA, Japan and Singapore. The cars will undergo practical tests in collaboration with various companies. DaimlerChrysler will also be supplying 30 hydrogen Mercedes-Benz Citaro buses to European cities. The first three (EU-subsidised) buses will be driving around Amsterdam towards the end of 2003. The EU will contribute 18.5 million euro to these projects in 10 European cities, via the CUTE (Clean Urban Transport for Europe) project. As part of the GAVE HGP blueprint project one of the project partners is the Amsterdam local transport authority (owner of the hydrogen buses), which contributes the knowledge gained during the CUTE project.

Reykjavik, the capital of Iceland, is one of the cities where hydrogen buses will be used from around July 2003. The plans here are so complete that, providing there are no delays, in 2040 Iceland will be able to boast of the world’s first hydrogen economy. Pilot projects for cars will then also be started. The next step is a demonstration project for a fuel cell as marine engine.

Ballard Power Systems supplies the latest generation 85 kilowatt fuel-cell engines for the Mercedes-Benz cars, as well as the engines for the buses.

7. America - Concept report on emissions from biodiesel
The American EPA (Environmental Protection Agency) has developed an analysis programme to determine the emissions of ordinary diesel engines running on biodiesel. A draft report on the programme can be downloaded from the EPA website . Comments on this draft report should be submitted to the EPA before the end of the year.
